If you are able to remote into your PCs within your network but not when you use another network, the problem might be with your home router not allowing remote desktop sessions from outside networks. You will have to login to your home router/modem and open port 3389 to allow incoming connections. Also, if the PC you are trying to connect to has a software-based firewall then you might have to open up the same ports on the software as well.

Be aware that if you open up 3389 anybody from the Internet will be able to remote into your home PCs if the have the correct IP address and passwords just like you will.
Yep. Why I couldn't find this after weeks upon weeks of searching is beyond me.

I finally came across the answer is some British site where they were spelling "tire" "tyre" and stuff. Whatever, I finally got it working. Thanks for trying to help.
