With most consumer GPS units the issue will be one of velocity, not necessarily because of internal locks, but because the receivers have a hard time getting lock at higher speeds.
Some early Magellan units would stop reporting speed at 99 knots, and the theory was to stop someone from building a guided missile. I think it may have had more to do with the firmware not having enough decimal places though.

Most/all newer units report speeds way above that now.
