Sorry for replying late - I was on a sudden 1 week vacation.
My download problem seems to be on every attachment, I first noticed it in this post:

when trying to download the attachment:

I can't download it through a firewall which checks for Content-Type, but I can download it if I go through a proxy which doesn't check for this. Using curl -I to check the http header (via that proxy) shows this:

What the firewall blocks on is Content-Type: unknown/unknown
I believe this used to be x-debian-package or something like it, before.
