The Nokia fix works. I'm currently trying to get an updated version of maemo-pan into the maemo-extras repository.
The Nokia fix, however, expects a hardcoded name for the connection. "Bluetooth-PAN" in the connection dialog will thus be replaced by "Dummy network". There's nothing I can do about this.

Also, you might run into conflicts if you install more than one package setting up a dummy connection.
