Well, you have GPS (global positioning system), which gives you your position on the globe, typically stated as longitude East/West of the Greenwich meridian and latitude North/South of the equator; when you asked about "gps" you mentioned off-line, so I'm guessing you actually meant turn-by-turn navigation?

Maemo-mapper uses raster maps from Google, MS Visual Earth, Yahoo, OpenStreetMap, and others; none of these seem to have much street coverage, but the satellite views from Google, MS, or Yahoo should be better than nothing. If you can find a good web-app for Argentina maps, it may be possible to pull images from it with streets labeled.

Because Maemo-mapper uses raster maps, off-line routing is not possible. However, you can load standard gpx files as routes, and it will give on-screen (and, if you have flite installed, spoken) turn-by-turn directions.
