In the EU, there are potentially several hurdles of EU review--licensing issues with respect to interference/spectrum (this process is more recent) and--if the computer equipment is powerful enough (many PCs in the present day are) to be considered dual use with military application--review under export control laws established earlier under the Treaty of Rome. Although EU licensing provisions hope to establish uniformity, don't forget that EU members are still sovereign states that may have some additional hurdles for companies to clear.
