Not a total separate distribution, alas, but for extras and extras-devel it's kind of like that. (Not by time with no bugs reported, though, especially since it's reasonably likely they wouldn't get reported. It's at the author's discretion when they want to push it to extras.)

The downside of that is that some cool stuff never makes it out of -devel, and so some of us habitually run -devel enabled, and just dodge the really bad stuff.
