I believe that the 6GB for $30/mo plan can be used for tethering, along with some of the other new plans they came out with recently. Check out Howard Forums.

That particular plan requires a 3 year lock-in though.

Rogers have their 'unlimited on-device browsing' plans that can't be used for tethering, and for a short while, those were the only plans they talked about. They've introduced more with the introduction of the iphone.
