I signed up for this plan and I am using it for tethering over bluetooth with my Nokia phone. It works quite well.

On the other hand, it is only in the last couple of months that Rogers has offered data plans that aren't ridiculous. I guess this has resulted in tons of new usage - so the speed and reliability of their 3G network has gone way down.
