After you select Hebrew as second language (in text input settings), open the keyboard menu, make sure the selected language is english.
Then open the "input method" submenu. Select Keyboard(Arabic).
After this return to language submenu and select Hebrew.
Now you have English/Hebrew keyboard with EN key switching between languages.
