Perfectly feasible, for a single-shot. Just put a dummy follower and spring in the top of the mag well to trip the hold-open catch, it'll eject the spent casing, you drop the next round in and hit the release. (Single-shot semi-auto guns actually exist; due to government regulations in force at certain times and places, AR-15s and pistol variants with either no magazine or a fixed magazine have been fairly popular.)
