Yes, I'm sure I followed the steps. I executed each of the four commands for mounting that were listed and didn't receive any error messages. I then used:

tar xjvf basic-debian-chroot-fs.tar.bz2 -C /debian

This took a while to uncompress and created a lot of entries.

Before uninstalling everything and starting over, I will add the information given by debernardis first and try apt-get again. Thanks.
