Up until now I have been using liqbase scripts to regulate cpufreq:

"sudo /usr/bin/liqbase-cpu-powersave"
"sudo /usr/bin/liqbase-cpu-ondemand"
"sudo /usr/bin/liqbase-cpu-performance"
