I think T-Mobile's 3G plans do allow tethering and are cheaper than the other carriers (subject to coverage). The problem is the network is on the new AWS spectrum and the choice of phones is not good yet. I have the Nokia 6263 which is a decent little phone, a good BT software stack, and would not be a bad choice for pairing with a NIT. Unfortunately, I have poor data coverage and so I use it for pre-paid voice only.
