To find out if you have the latest, go to start (or whatever it's called) Settings -> Control Panel and double click "About Product. If the Version shown is 5.2008.43-7, then you have the latest.

I do agree that the web seems slow, and the lack of ability to touch scroll while loading elements makes it seem even slower. However, it seems that the main cause is that websites are getting more and more bloated. That's something Nokia can't keep pace with, even as each version of the browser and OS gets faster. My desktop system with a 2700+ Athlon XP is beginning to show it's age even when just browsing the internet because of site bloat. I have to run FlashBlock to keep sites in check. Very annoying no matter the cause, but the Nokia tablets are pretty much the only devices in this size and price range.
