These technologies have not grown that much since the 770 was designed; many of the same limitations still apply. My guess would be that they have chosen to stick with most of the 770's internal capabilities, while also keeping OS2006, and to concentrate on a new look and other less fundamental changes (such as that onboard camera, onboard stand, two card slots...).
You are probably right. This device looks to be a more polished and slightly enhanced version of the 770, which is fine, because there's not much that needs improving with the 770. The additions and changes are quite welcome so far. And the more I think about that camera, it really could add another dimension to the whole Open Source, community driven, Nokia backed Internet Tablet equation.
