Assigning an IP without the DNS is a bit unusual but when dealing with an IT department of a local non-profit you're likely to see anything. You'll need to ask them but don't be surprised if all you get are blank stares. The default mode for access points is open with DCHP support for IP and DNS assignment. If that's not what you're seeing they have changed it and I can't predict what changes they made.
