We had similar issues at OLPC with some of the files. We simply asked people to enable English (US) as the alternative language from their Pootle control panel, so that they could see the en_US translations while translating into their own language.
However, this did not work for offline translation, so I wrote a small script which would insert the en_US translation as comments for each string in the PO file itself.
