That can't be it, I'm a non-developer too . I meant to say that the possible reason comments weren't submitted before is they were perceived as moot because openness was already stated, and therefore don't read too much into the lack of comments at that time. I think direction is being given now and comments re openness should be considered now even though no such comments were given before.
