I do not think karma will fix the described problem. Instead, it will lead to one of two outcomes:

1. A bunch of most popular applications will be stuck in the Hot list.
2. The Hot list will mimic the Fresh list (because fresh stuff is always downloaded more).

So, instead, I would suggest using karma [liberally] to create a pool of popular applications and rotate a dozen of applications from that pool in the Hot list.
