Moderators should be able to split out the relevant posts from the thread into a new thread (maintaining post time, ownership, etc.). Not sure how it's done in vBulletin, though. Most forum software has a feature available to moderators that allows them to split out posts from existing threads into new threads. This is not something a regular user could do as seamlessly, and it is what mikkov is referring to.
