I actually was a bit shocked that nobody has commented on that message before, too. To me, it is a dead giveaway and it must have been in the wild long before the leaked Rover specs.

I'm also surprised my discovery didn't make a bigger splash on tmo. Perhaps everyone is sure that we have a phone already, or maybe I should have chosen a less high-traffic thread, or maybe I should have started a new thread? I can still do that... Should I?

I don't think it has anything to do with Skype or other VoIP services; VoIP providers usually give disclaimers about not providing emergency call (ie 9-1-1) capability.

I clicked on it... It just asks you for your "lock code" (and gives you a big touchscreen numeric keypad) and I have no idea what that code is.

I'm guessing it is a connection status widget. The fact it starts with "connui" tells me that it is directly tied to the connection manager, and I think it tells you stuff like provider, connection type, and signal strength.
