On a cursory look, I can't tell if that app is open source (probably not). Nor, can I tell what is was written in (i.e., programming language).

Asking for apps to be developed is fine, but it's not often that someone will do it for you unless you offer some compensation -- or they need it too. You're welcome to ask, though.
