PAYG in USA is not the same as PAYG in UK - they're at least 5 years behind UK in the business model. We in UK have non-expiring credit, usually flat rate call charges, free voicemail, with good 3G coverage. You can even buy a day's 3G data usage for reasonable price!

In USA the last time I visited I bought a T-Mobe sim where credit expired, the cost of calls varied according to how much credit you bought, data charges weren't cheap.

Also, of course, in USA to pay to receive calls and you get a regular number, in UK the caller pays and knows it's a mobile call because the number is clearly different; receiving calls is free as is receiving SMS.
