That's the load-applet, IIRC correctly the left one is CPU usage and the right one RAM/swap. You can already try it yourself in the SDK :-)

Aha, it is just a generic GNOME icon, the "Document Save" icon, to be specific. Probably a placeholder, with a better icon to be inserted later...
