That game is 1994 which is right around the maximum year Dosbox can push itself to run properly.

Have you tried applying the universal 1.31 patch to the game?

Also you'll have to install the game with no music and maybe even sound support as well.

Lastly frameskip should be probably 4, remove any sound options in your dosbox.conf file and crank the cycle speed up to around 1800.

It might be silent and a little slow but it should be playable I would think.
