That fails clause 3 of the OSD:
3. Derived Works

The license must allow modifications and derived works, and must allow them to be distributed under the same terms as the license of the original software.
and since there's no payment involved it doesn't apply here anyway.

Yet I think most people would consider this open source by any strech of the word.
Debian for example doesn't.
