That product is only or RC toy batteries, and it's a bit dated considering it deals with the <1000mah battery group. What you need is a battery tester that specifically tests Lithium Polymer batteries.
True, those device are targeted toward RC, but that's only because the RC crowd has an ongoing need to determine if their battery packs still have a usable capacity after countless cycles. The device in the 2nd link lists Lithium batteries. The type of battery only seems to determine what voltage the device stop measuring/discharging, which could easily be overcome by manually measuring the voltage and disconnecting if one is afraid of over-discharging.
