Why would Nokia port Maemo 5 to a device made by another manufacturer?

And the only "open Maemo" project/group/team that I'm aware of is Mer ... which isn't Maemo 5, and I bet it'll be a while before they (the Mer team) have the resources to start tackling things like other phones.

That pretty much exhausts your groups of people who would fit your "they". Who else would be porting Maemo (any version) to an HTC phone?
