They have three tiers of Web'n'Walk package. The lowest tier does not permit* tethering or streamed media. The second allows streamed media and tethering but no VOIP applications, the third allows anything (including VOIP).

* The restrictions are in place in the Ts &Cs and form part of your contract. I have no idea what (if any) technical blocks or monitoring is in place to enforce it.
