That is another possibility. However, the idea of donating karma was that then you'd really consider carefully who is worthy of that extra boost.

App Karma already does karma decay, as does the "news item karma" from social news, so doing that for user karma also should be possible. However, I'd like to see pretty good plans about it before even scheduling the implementation. It seems quite a few people take karma quite seriously...
