I don't think it's designed to force storage into the cloud. More likely, Google just didn't see Android as being an OS for large local apps.

That said, I see it as a Trojan Horse of another kind. It's aimed at Microsoft and it's designed to get people off of Office and into the Google office cloud. They see the documents residing in the cloud and Android phones accessing, viewing, annotating, and editing them while in the cloud.
