Yes he did.. & after calling, I was told by Nokia USA rep (Jay-sales) that they have been shipping them out to "priority customers" since Nov 10th.. I asked if these were developers he was referring to & he said "no, they are pre-order customers, on a first come-first serve basis".. what it really seems a 'pre-order' means is a guaranteed pre-purchase, "so we'll get to you folks who've already committed, when we get around to you..."
