Well, us people that got the Dell deal will probably not see them for a long time, but people that paid the normal price should get them within several days of flag stores -if you did not do free delivery.
If Dell is the official reseller, then why did Nokia announced Amazon and not them...

This will bring my total down to $509.
I really don't think you need to cancel and re-order to be able to use the rebate... The $50 is coming from nokia, NOT amazon.

The rebate say's 'If purchased between Nov 16 and Dec 31', and on the invoice it'll say the pre-order date which is Sept 19.

I just read the rebate again, and it doesn't say to include your invoice, but I wonder if Nokia has a way to track the UPC code tied to your Amazon account pre-order date??

I wouldn't be surprised if this was so, otherwise lets say someone purchases the phone Jan 1st from Amazon, but the end date for the rebate clearly states Dec 31. If all you have to do is tell them 'this is my buy date' and they go by your word then allot of people could get away with it between Jan 1 through Jan 8 thus Nokia would be paying out allot money to rebates that are ineligible. I'm sure they have a way of tracking actual order dates through second party retailers.
