That's normal. It only reads 3.5G when in an active data transfer.

It is in UMTS when showing 3G and when an active transfer is happening it activates HSDPA and it shows as 3.5G.

If your network supports HSDPA it will show 3.5G during transfers. If your network supports HSDPA it is available when 3G is showing.
