Yes. The package manager will always try to install (or update to) the latest version of a package that it can see; if you have -testing or -devel enabled and they have a higher version of something than plain extras does, you'll wind up trying to install that instead of the stable one.

The question at this point is what version of things have you got installed? Did you let the system do an update while -testing and -devel were enabled?
