Open /usr/lib/hildon-desktop/volume_status_menu_item.so in a hex-editor, find "_HILDON_ZOOM_KEY_ATOM" and replace it with "_HILDON_ZOOM_KEY_AT0M" (or anything that fits). After that, applications' requests to use the volume keys will be "ignored" and the volume keys can always be used to manipulate the volume.
