Yes, Transifex.net. The request is pending on the project owner I guess. I don't know, with conboy and gpodder I didn't have these issues, I could upload translations immediately, the owners of those projects asked for names of transifex accounts and I suppose they authorized them for uploads. Currently no-one is able to upload translations to Hermes until you approve them.
