Okay seems to be working now.
Changes prior to this problem were...
Installed Plankton Theme and FreeCiv

I removed Plankton and freeciv and still had the same problem. - seems like they shouldn't cause a problem anyway.
Did a shut down from the menu and restarted with the power connected, which appears to maybe not be a real cold boot?

After unplugging the power and doing a hard shutdown via the power button and waiting for the screen to go dark. I restarted and suddenly the Bluetooh information is readable again.
The phone is now listed again.
I recreated the dial up connection and it works. I still don't know what happened but it works.
