Correct. Be aware, though, that while you should be able to develop it on Windows (or the Qt part, anyway), you'll need to use the Linux SDK and/or the device to run/test the Maemo port. The easiest way to do that is probably to use the VM. If your computer can't handle virtualizing it, then you could install the SDK natively on even an old Linux computer (e.g. build a junker from the closet or thrift store).
