It's "legacy" in the sense mentioned in that page:

Hildon UI Guides from Forum Nokia

These guides partly overlap with HIG and UI Tutorial
  • Master Layout Guide
  • Hildon 2.2 UI Style Guide
  • Hildon 2.2 Widget UI Specification
  • Maemo 5 Desktop Widget UI Guidelines
  • Web Design Guidelines for the Nokia N900

Since the docs have been replaced by official Nokia UI guidelines, they're marked as legacy.
