Lack of folder creation to place shortcuts does seem odd and was discussed a few months ago (I was the OP).

Right now, it is not as much an issue due to not a lot of apps, but that will change over the months. Maemo 5 needs the ability to create folders rather than spreading over four screens. Even then not enough space when apps start getting released.
