The reality is that the vast majority of people wont even consider filing a bug report and the ammount of effort that needs to go into providing a public beta test versus a private one is orders of magnitude higher. There are 3rd party vendors involved (Adobe, etc.) whose licensing agreements make it more complicated, too.

So, while I agree with you that incremental package-level unstable releases would be good for Maemo, let's not pretend that it's a simple process with an easy immediate answer. Although you may not feel like it, this is a big step forward for Nokia. Baby steps.
