Usually......... Yes. Flashing should fix it.
This is why the use of "brick" kind of confuses me around here.. my understanding of a "bricked" device was not just that it didn't boot, but that it was completely dead. Flashing wouldn't help. But I think for the most part, people around here use "bricked" as meaning you get stuck in a boot-loop, or something similar.
