Not in the U.S. :-(
But on the flip side, there's web sites that will send texts and MMS for free because the receiver has to pay to receive them.
Which is another reason why in the U.S. you can text almost anyone for free by sending a short message to an email address, e.g.,
xxxxxxxxxxx@vtext.com
where xxx is the mobile number.
