No, it's not a bug, it is the expected behaviour. For reference look into this http://www.cardboardfish.com/support...in/GSMEncoding

It happens that GSM specified a default 7-bit charset that includes Ç but not ç. Any character outside this charset must be specially encoded, and so the ç must be encoded needing so many additional positions in the sms when comparing with other characters.
