Based is a pretty broad term and I read somewhere awhile ago (before my involvement with an N800) that TI, STMicroelectronics, ARM, and Nokia entered into some kind of partnership agreement.

That STI chip at the bottom of sdrman's pics may be an end result although I can not find a description.
