You can open a garage project, but I am not sure it is needed. If you have a place where you can host a few small files with a few downloads of each, that should be enough. I don't think that this is a project that needs a lot of cooperation.

About packaging - I found it easier to start with a small package (maybe hexedit, for example) and simply replace the source with the source of my program.
