No, the problem is on your end. I never installed the PC suite and I get full USB 2.0 speeds to my N900.
Windows pops up that message when it detects a USB 2.0 device plugged into a USB 1.1 port, which means your drivers aren't set up properly or your port is screwed up in some way.
