Why is it not possible to see a changelog for updates in HAM for any applications?

There is a mechanism in App Manager to insert a single-sentence summary into a package; but it's impossible to do that based on the version people are coming from. There is a vague plan to try and show debian/changelog on the Packages page, AIUI.
